                                                                            STANDING RULES
                                                              FINAL AUTHORITY AND APPEALS

SR111 1.  In cases of conflicts between decisions and rules of this Association and those adopted at the annual meeting
                 of the Board of Directors of the USADB the latter shall be considered official and decisive.

SR111 2.  This Association in doubt as to the applicability of any rule or regulation herein shall write to the Deputy
                 Commissioner of the USADB for an official interpretation.

SR111 3.  Requests for any and all exceptions to the rules and regulations of the USADB must be made to the Deput  
                 Commissioner of the USADB by the Executive Board of this Association.

SR111 4.  The rulings of the Deputy Commissioner of the USADB shall be binding except that:
                 a) This Association may appeal the ruling to the Executive Committee of the USADB.
                 b) The rulings of the Executive Committee of the USADB may be appealed to the Board of Directors 
                     of the USADB at its annual meeting; but in all cases, the ruling in question shall stand until overridden.
