STANDING RULES
CONDITIONS OF COMPETITION
SR11 1. Teams signing new players from mainstreamed programs or regular programs (not attending a
residential school for the deaf) must obtain an audiogram report from a licensed or certified audiologist
showing the degree of db loss and attach to players' registration forms. In order to be eligible to
participate in any sports, said player must have at least a 55-db loss in the better ear. Should audiogram
not be included, such players will be ineligible to participate in the current tournament. (In deserving
cases, the Executive Board may grant eligibility status.)
SR11 2. The conditions of competition and the rules governing any athletic tournament given by this Association
shall be these prescribed in the Rules and Regulations of the USADB and of the CBAD.
SR11 3. No contracts or agreements between a member team of this Association and a player shall be
recognized. Only the official registration forms of the USADB and of the CBAD shall be used as
evidence in cases of dispute over a player.
SR11 4. The athletic teams of this Association must represent bona fide team of the deaf.
SR11 5. The players representing a member team must be deaf or hard-of-hearing and must be bona fide
members of their team. Such deserving player must have been a member of his/her team for a period
of sixty days (60) before any Basketball tournament in order his/her eligibility becomes effective.
Hearing individuals are permitted to be coaches of member teams of this Association.
SR11 6. Students attending any educational institution shall not sign with nor play for any member team unless
they are barred by age limitations from playing for said educational institution team, and must have the
written permission of the heads of their schools and their parents. College students, except those
playing for their college team, shall be permitted to play for their member team.
SR11 7. No student who has quit on educational institution during the scholastic year of any USADB basketball
tournament may play in any interclub or tournament games in basketball during the said year without
first furnishing a justifiable reason for having left school. Such reason shall be deemed justifiable upon
written proof of the institutional head.
SR11 8. There shall be no discrimination toward any player in this Association because of his/her race or creed.
SR11 9. Only members in good standing with their member team they represent shall be permitted to play in any
inter-club and tournament games of this Association.
SR11 10. In all inter-club and tournament games in basketball each participating player in this Association must
be a bona fide member of his/her member team for which he/she plays and his/her team membership
dues must be paid up to date. His/her manager and coach must be prepared to present evidence of the
status of the player's good standing, if challenged
SR11 11. All CBAD Teams must participate in CBAD Tournament in order to participate in USADB tournament.
SR11 12. Any CBAD Member Team who had bypassed any of the CBAD Tournament and had participated any
of the National Level Sports, shall be suspended for 5 years, and for the Player(s), who has a valid
reason(s) for not able to attend any CBAD Tournament, shall be decided by the Executive Board.
SR11 13. Any player in any regional tournament of this Association, who signs the official registration forms of
both the USADB and the CBAD for two (2) different teams shall be automatically suspended for one
(1) year.
SR11 14. Any member team of this Association permitting the use of players who are not eligible shall be
immediately suspended by the President/Commissioner of this Association and the case presented
to the Executive Board of Association for future debate.
SR11 15. Member teams of this Association shall not engage in any specific sports activities with any member
team under suspension by this Association.
SR11 16. Only certified officials shall officiate in tournament games of this Association in basketball. At least one
(1) deaf referee or umpire shall be retained in all tournaments of this Association.
SR11 17. Upon the request of the General Chairman/Tournament Director of the CBAD, the
President/Commissioner of this Association shall appoint a tournament aide to help arrange the annual
tournament of this Association. The CBAD sponsoring the tournament shall pay for the transportation
and hotel expenses of the tournament aide.
SR11 18. No other organization/individual sponsoring an affair during the CBAD Regional Tournament shall
assume the official usage of the name and logo of the CBAD except those duly approved by the
CBAD Executive Board or Board of Directors.
SR11 19. A former member team of this Association may rejoin this Association after a lapse of several years;
however, a full year must elapse after it reapplies for admission before it can participate any of
USADB Tournament in this Association tournament subject to the approval of the Executive Board.
SR11 20. Task Force committee shall determine the criteria for All-Star selections and to report the criteria by
next scheduled CBAD meeting.
